In November 2025, Act 47 was passed by state lawmakers and signed into law by Governor Josh Shapiro. The law contains many new requirements applicable only to public cyber charter schools, their students, and families. One provision in Act 47 now requires families to verify residency with both their public cyber charter school and their local school district by November 1 and March 1 of each school year.
We understand that families may have questions about this new requirement and these frequently asked questions will provide additional insight and information.
By following CCA’s address verification process, your district will receive a completed and signed charter form. If your district has decided to run its own address verification process, they may ask you to complete a duplicate form. You should complete the charter school section on the form they give you with the following information and send it directly to the district per their guidance:
As of March 11, 2026, the Pennsylvania Department of Education has updated its requirements, so it is no longer necessary to get CCA’s signature before sending the form back to your district. If your local district has provided you with a form, you can complete it with the information above, and the district can sign it when it is received.
We realize these extra steps are a significant inconvenience for families and we are doing our best to improve our process to make it as easy as possible to comply with this new law.
